THE NEW CAPITAL OF DEFENSE: THE RISE OF FINANCE IN THE SECURITY ECOSYSTEM

24 August 2026 · 1,062

The defense industry has begun to take center stage on the global agenda, particularly in recent years. The atmosphere of conflict in various regions of the world has paved the way for more discussion of this issue. While countries are increasing the budgets they allocate to the defense industry, they have also begun taking steps to strengthen their domestic defense industry ecosystems. As with any other industry, technology, innovation, and financing are at the forefront of the defense industry and trade; global initiatives have been launched in this regard. The NATO Innovation Fund (NIF) was established as an independent venture capital fund supported by 24 NATO ally nations, investing in advanced and deep-tech-focused startups aimed at strengthening defense, security, and resilience. Working in collaboration with its portfolio companies, other venture capital funds, and allied nations, the NIF is accelerating the adoption of deep tech across nations and transforming the ways in which governments and companies work together to address emerging challenges. In line with its mission of collective security and prosperity, NIF evaluates opportunities and makes investments across all 24 participating allied countries in fields such as energy, materials science, artificial intelligence, data and computing, autonomy, quantum computing, biotechnology, and space. With a total size exceeding 1 billion euros, the fund also holds the distinction of being the world’s first multinational, government-backed venture capital fund. Türkiye is also a participating country in the fund; as a result, Turkish technology startups are included within NIF’s investment scope.

DSR BANK WILL ENCOURAGE PRIVATE BANKS TO INVEST MORE EASILY IN DEFENSE COMPANIES

The Defense, Security, and Resilience Bank (DSR Bank), another initiative established to support the defense industry ecosystem, is an international financial institution backed by Canada, Albania, Belgium, Greece, Latvia, Luxembourg, Romania, Türkiye, and Ukraine. The bank’s founding intent was announced to the world in a joint declaration by the leaders of the nine countries at the NATO Summit held in Ankara in July 2026. The founding charter for this initiative, announced under Türkiye’s hosting, was finalized following negotiations concluded in Montréal in April 2026.

The bank aims to help allied countries collaborate on financing defense and security-related investments by providing financial support, such as loans on favorable terms. With its headquarters in Canada and its European headquarters in Luxembourg, DSR Bank seeks to encourage private banks to invest more easily in defense companies, in line with the overall goal of enhancing defense capabilities. The bank is scheduled to begin operations in 2027.

The idea for DSR Bank was first proposed in 2025 by Rob Murray, CEO of DSRB Development Group, who had previously spearheaded the establishment of NATO’s North Atlantic Defense Innovation Accelerator (DIANA) and the NATO Innovation Fund. The bank has also received support from various financial institutions, including BMO Bank, CIBC, Commerzbank, Deutsche Bank, ING Group, JPMorgan Chase, Landesbank Baden-Württemberg, National Bank of Canada, Piraeus Bank, RBC Capital Markets, Scotiabank, and TD Bank Group. The bank’s primary focus is to support countries in Europe and North America.

THESE INITIATIVES OPEN UP SIGNIFICANT OPPORTUNITIES FOR THE TURKISH DEFENSE INDUSTRY

These initiatives are also opening significant windows of opportunity for the Turkish defense industry. For Turkish defense companies and technology startups—which have demonstrated their capabilities ranging from design to mass production in recent years—funds like the NIF represent more than just access to growth capital; they signify integration into the supply chains and innovation ecosystems of allied nations. The DSR Bank, of which Türkiye is a founding member, offers a new channel for financing defense investments and could pave the way for Turkish firms to take on more visible roles in international projects. On the other hand, this relationship is not one-sided; the Turkish defense industry, which produces competitive solutions in many areas ranging from unmanned systems to electronic warfare, has the potential to make a tangible contribution to the capabilities and supply diversity of the NATO ecosystem with its cost-effective and field-proven products. At a time when the global security architecture is being reshaped, the defense and financial dimensions of business diplomacy offer a more strategic foundation for Türkiye than ever before.
